Celebrating Life Community Health Center Achieves Historic Milestone as HRSA-Funded Health Center
ORANGE COUNTY, CA – August 18,2026 – Celebrating Life Community Health Center (CLCHC) is proud to announce that it has been selected to receive federal funding through the Health Resources and Services Administration (HRSA) New Access Points initiative, marking its transition from a Federally Qualified Health Center (FQHC) Look-Alike to a HRSA-funded health center.
The milestone comes as the U.S. Department of Health and Human Services, through HRSA, announced a historic $102 million national investment in New Access Points for the Health Center Program, expected to expand access to comprehensive primary healthcare for nearly one million additional Americans.
For CLCHC, the award represents a remarkable milestone in just seven and a half years of growth and service.
“Seven and a half years ago, CLCHC did not exist. There were no clinics, no departments and no hundreds of employees working together toward a common mission,” said Sergey Sergeyev, Founder and CEO of Celebrating Life Community Health Center. “There was simply a vision — a vision born during one of the most difficult periods of my family’s life and grounded in the belief that something meaningful could emerge from profound loss.”
Founded in memory of Sergeyev’s daughter, Kristina Sergeyeva, CLCHC was built on a mission to provide high-quality, compassionate healthcare to individuals and families who face barriers to receiving the care they need.
As an FQHC Look-Alike, CLCHC has already operated under the federal standards and requirements of the Health Center Program. Becoming a HRSA-funded health center builds upon that foundation while providing access to additional federal funding opportunities that can help CLCHC expand services, strengthen programs, invest in infrastructure and workforce development, and reach more people throughout Orange County.
“This designation gives us additional tools and opportunities, but what matters most is what those opportunities allow us to do,” Sergeyev said. “It is not simply about the designation or the funding. It is about the opportunity to serve more people.”
CLCHC provides medical, dental and behavioral health services to communities throughout Orange County, with a focus on increasing access for underserved and vulnerable populations. Patients can expect the same compassionate, high-quality care as the organization enters this next chapter.
“Our mission does not change. Our commitment to our patients does not change,” Sergeyev said. “What changes is our ability to reach more people who need care. That is why this milestone matters.”
Sergeyev credited CLCHC’s employees, providers and leadership for making the achievement possible.
“This accomplishment belongs to every person who has chosen to make CLCHC’s mission more than words written on a wall,” he said. “This is not the finish line. It is another beginning, and we will continue growing thoughtfully while never losing the compassion, humility and commitment to service upon which CLCHC was founded.”
